I'm almost certain that there's some kind of 3D printing method with this one-stop full package style. I've seen 3D print figures just like this with the grainy surface and blurry designs before. Only on chibis made by hobbyists though so no idea why they thought such a low resolution technique would look good for a high detail full sized figure, let alone an official one.

There's plenty of manufacturers that can just make the doll for you based on whatever image you send them, I used one to make some based on my OCs for like 20 US dollars total (although that was more than a year ago)
It's probably possible to make it yourself with something like sublimation printing
