Because UTAUs are essentially OCs and some artists don't want people to lewd their OCs.

But the UTAU TOS in general are kinda just there for show. It's entirely up to people whether they respect them or not. I've seen R-18 art of Sekka Yufu despite her TOS not allowing it.
