I think it worked for Ui because her fanbase was already full of creatives, and that’s why whotubers keep getting banks, they think they’ll get the same thing.

To be fair Ui is already massive and also she was picked up by Voisona. Only Yamaha/Vocaloid is picking up the whotubers who are bound to be a commercial flop. I have no idea what Yamaha is thinking but if vtubers existed in the 2010's they would've had attempted to get the big names on their engine.
