You're probably right. I can't imagine a way to improve UTAU beyond what has already been done with OpenUTAU.
Maybe it'd be cool to be able to make voicebanks directly from the engine itself but that's the only thing I can think of.
Mikoto Studio kinda tried doing the "UTAU but better" thing but the campaign failed and people stuck with OpenUTAU.
