A producer's entry was excluded from being counted in the rankings because of IP rights. I'm not 100% sure if it was flipnote that was used to animate for the MV but you can see the 3DS at the end and that's apparently too far and must be punished. A lot of people are mad because it's a stupid rule nobody could've seen coming and now you have a bunch of producers and fans alike speaking out against it.

I think the fact that most people seem to use default tuning on Teto SV is probably contributing. Theres only so many times you can hear the exact same voice tuned in almost the exact same way with very similar genres until it loses its stimulus. Miku on the other hand has a lot of versatility due to just how many versions of her that are out there. Plus shes an engagement staple.

I think part of the reason Miku tends to have better content is that Miku is on Vocaloid, an engine that sounds pretty flat right out of the box and FORCES you to learn how to tune to make anything good with her. I dont know if Teto SV would have been nearly as popular if she didnt automatically sound like that plug and play.
