I don't know about Japanese people but English speakers mix up teal and turquoise a lot. Teal is closer to green and turquoise closer to blue but both are blue-green. Also blue-green or green-blue look more blue or green depending on the lighting.

let's see. miku's hair is technically a shade of cyan. it's not pure cyan, but rather a muted shade of cyan that's close to green, which falls into the turquoise colour range.

however, the shading used for miku's hair is dark shades of cyan that are closer to blue than green, which is why many of us might perceive miku's hair as "blue." this effect is further intensified in the artwork created after KEI was replaced by ixima, as miku's hair colour appears much bluer due to ixima's use of bluer shades than KEI.

you could say that miku's hair is turquoise, or even a "bluish mint green".
