One of the main things I liked about IA is her long flowing hair so it doesn't quite look like herself. Why is she dressed like a little kid that dressed themselves in the dark? I can understand the top it's a layered top but don't like the off centre cutout or the cuffs being white and they would have maybe worked better a little shorter where her fingers stick out. It also looks odd they look very stiff and that is attached to the sheer part of her top which is very light and soft. She has shorts + skirt since it shows they are two items not a skort. Then for whatever reason she has stirrup socks/leggings over the top of her shoes but unless it's some special material that would get very dirty and fall apart quickly and then for whatever reason has gators on top of that which is what should have been what attaches to her shoes not the socks/leggings. It just feels like there was too much attempt to make her outfit look alien but not really consider any logic behind anything.

Having played around with IA :[R} in my editor for a while, I found out that you can get a V3 like tone by giving her character a -5 or so. I find it matches her V3 quite well.

She does but she feels slightly higher pitched than V3 by default, as if she has a few points in the character parameter (which to be fair is the most popular way to tune IA). I would say Jin leaving did cause a drop in IA's popularity, that's just what happens when a popular producer stops using a certain loid. 1st Place screwing Jin over may have been the primary reason for him to leave, but afaik the current copyright issue is unavoidable because of how Japanese copyright works. It's currently in a no one wins situation where Jin can't make anything new (except remasters I think?) and 1st Place can't market anything related to Kagepro. There was also a 3rd party that was involved in Kagepro but that company has since gone bankrupt and might be the reason why the copyright is in limbo.
Even so though, I doubt Jin will ever use IA again, even if he fully has the ability to do so, and he was one of IA's top producers, no doubt about it.

I think her short hair is ok depending on the outfit. I've certainly warmed up to it a bit. As a base it still looks jarring to me but Silly Terror or pic rel looks good. It can be a good option for those wanting to put IA in the MV but with alternative outfits. It seems like short hair works best if she has hoods or other head accessories that can make up for the lack of long hair.
