I'm pretty sure it's digital painting under a black lineart layer. I don't think there's much of a trick to emulating it other than copying what you see. Use large soft brushes with a mask to set down a smooth gradient, then a small hard edge brushes for details.

Oh wow, i hadn't seen this one before

Just so you know, linking to NSFW sites is fine here, posting the image directly is what's not allowed lol

I just noticed that Safebooru filters rating:sensitive in addition to questionable and explicit so only art tagged as general will show up in the search query. At least Danbooru shows up in search engines.
NSFW for some mild nudity:

Thanks I'm aware. I just don't wanna misinform anyone about what they're about to see.

the one you might be looking for is KEI's style during 2007 to 2009, which features a simpler style (and also similar to anything they would do for crypton).

as for lineart, I recommend using thin lines that tend toward thick. the face and limbs use thin lines, while those for clothing and shoes vary more between thin and semi-thick. hair also uses thin lines; if it is outer hair, they tend toward medium thickness. as for the pencil on the lineart, the most basic inking, texture-less pencil you have might work. if you are creating something like box art, be sure to use a medium to thick outline for the rest of the drawing. anatomy-wise: it's like standard "how to draw manga" anatomy, but the limbs tend to be pretty long, mostly the legs. if you don't know how to draw hands it's ok; their hands tend to look like sausages. the anatomy is also slender.

the color palette is quite muted. the shadows are complemented by darker colors, especially on the skin and clothing.

coloring the hair works if you use an airbrush and then blend the shading with a specialized brush. kei-style shading is based on this technique as well; blending it lightly with the base color. there's a game released in 2009 called NUGA-CEL! where kei did the art for it; it could work as a reference for study, since the art is very similar to the one they would do for cryptonloids.

another tip: for the eyes, i highly recommend looking into animasa-styled MMD models for the coloring. why? because it's very similar to how KEI does eyes. the pupils are basically the same and the eye shine too.

however, the colouring style is not minimalist as animasa's. what I do is colour the base with the base colour + a darker or complementary colour using an airbrush, then I place the pupil with a darker colour, add a small "light" with the airbrush using some kind of lighting layer mode, and then I place the eye shine, which is nothing more than a small white dot.

It's her beta design

This is unrelated, but I’ve always found it interesting how much impact KEI’s art style had on Vocaloid as a whole, despite him only being around for the V2 era and Lily.

It would be incredible if Miku v7 goes back to this design, i personalty like it much more than the Miku we have, and honestly i would be a fanboy if this was chosen as the official one

It is a cute look but I doubt it beyond just taking some elements
