Does anyone know where to find L2AA or L3AA (the effects wrt MME)? I looked all over and I cant find em.

but it's not in any of 'em, and all the links I try and follow lead me to nico, which isn't available in my country…..

This is a huge question I understand if no one has the answer to, but anyone have a bit of knowledge how to make MMD shaders from scratch? They're still being created to this day (MashiMashi's msToonCoordinator + JoshuaWithJ's Plug-in Shader), All I know is that:
>MMEffect uses HLSL, which is also used in Unity and ReShade has their own language (ReShade FX) based on it
>and .FX files, which can be edited in real-time in MMD via Notepad
>Basic and Full.fx are kind of like boilerplates/starting points for MMEffects
