I'm planning to be around all three days, likely staying at a hostel. Not sure what days you all will be there but we can try to do some sort of meetup all three days, probably with the biggest one on Saturday.

39chan is pretty detached from chan culture. Some of its own culture is directly borrowed from /jp/, but it's a bit more tolerant of faggotry that'd get you killed on other chan sites like tripfagging. But due to association alone it's highly unlikely to ever get a panel at a con.
I could be entirely wrong though. If it has the blessings of people like Canon, Hioka, Atena, Majin and Sawtowne then it might have a chance.

As the owner of the retro anime & Rumiko Takahashi themed board wapchan and admin on the vocal synth board 39chan (where Akita Neru creator Smith Hioka has run Q&A events), host figamin will show you both the highs and lows of running an independent, anonymous community free from the algorithms of social media, and why you might want to consider starting your own.
The sites I work on have much stricter rulesets than 4chan regarding appropriate language and civil discussions and despite using the same basic layout, they do not have the heated/toxic culture that site is known for.

- Give it a quirkier/more encouraging title. Something like "Error 404? The what, how, & why of running an 00s-style image board on the modern internet".
- Probably don't mention your sites by name in the proposal, it does indeed come across as a bit salesy (at least, it can be interpreted that way). Absolutely talk about them during the presentation, but just have the proposal say something like "as the admin of two otaku-themed image boards with a combined daily traffic of X/max daily visitors of Y/whatever statistic is most impressive"
- Of course we all value anonymity, and you can include it as a theme, but I think it isn't really something a lot of people care about beyond people who already use image boards. I think focusing on the lack of an algorithm/bots/AI kuso/infinite scroll would have a much broader appeal - you already do some of this, but make it the main focus. Your goal in the presentation can then be to sell the benefits of anonymity on top of these. "Why you should start your own" is a good direction also, everyone's big into 00s net nostalgia and personal creativity right now.

You're sort of working with the assumption that the audience is gonna think "image board = 4chan = toxic" and running defense for that, but if they don't already have that idea, don't plant it in their head. Focus on the positives, not how it doesn't have the negatives.
- Make sure you meet all the formatting requirements/word count/no typos etc.
Once the proposal is accepted you will have a lot more freedom to talk about what you want to - orgs don't like pulling presentations because it leads to downtime or scheduling headaches. Though probably avoid talking about 4chan more than necessary. And, when talking about the lows, don't get into anything too heavy.
