I don't think she's trained on anything tbh I think she just reads the Twitter timeline and tries to make a new sentence based on what it read. I don't know if you were around on Twitter around 2015 but it's like the "ebooks" accounts from that era except for every user in the Vocaloid community instead of a single person.

It can be done by an individual without being rich but most are made more like 152 cm tall at most to reduce surface area parts. It is not much worse coat wise than figure collecting I imagine but depends on design choices.

Looking at her design and what I gathered from my curiosity on robotics she wont likely be able to walk unsupported since i consider trying. She is relatively tall, thin and looks top heavy which would complicate everything. Had he given her wider hips that would have helped some or maybe an internal gyroscopic balancer which is uncommon in robots with legs i assume. So poor Rei will be wheelchair bound and strung up on support wires. She also is noisy moving because the actuators. It is easier to do bird legged bipedal which is more the norm in robots.

Inertial measurement units are very common in robots, and even more in humanoids. They are relatvely cheap and offer very good and fast feedback. In combination with force feedback on individual joints it's possible to balance almost anything. How well it would balance in reality depends on the robot's center of mass, motor position, their immediate maximal torque, and control latency. Rei's motors look absolutely tiny to what they ought to move.

They seem not very strong. If I was making a robot I would go for electro reactive materials that imitate muscles or use a rope system.

I meant a device that spins to create stability. It usually is more done on wheels so I am not sure how much it would help.
