I'll be the one to ruin people's fun. Sukone Tei's website didn't go down, it was the host (usamimi.info), which is a bit like the Japanese equivalent to Neocities/Nekoweb. It lets you host your websites for free. A 503 error means high traffic or maintenance, so it was bound to go back up anyway. Sorry guys, there won't be a Tei V6.
