Yeah, you're right. I found another upload dated July 26, 2024. I should have checked it, my mistake. I don't know if it's possible to find out were it originally came from with just a reverse image search.
I skimmed the alternate versions of World is Mine listed on VocaDB, but I didn't see any obvious candidates.

I'm pretty sure the music is part of the original. The "game" in question is likely just MMD. When I saw the low quality version years ago I also assumed it was Vrchat or a mod for a game, but seeing it in high quality you can tell it's MMD.

I don't know who made it though.

There might be a higher resolution, and this might be a re-encoding, and it's still horribly compressed, but I think I have found the original resolution of the video. It's definitely not an upscale because the Vocaloid text on her shirt has more detail than the smaller one.

I don't use Twitter so I honestly never saw this video until very recently. The fact that it's MikuMikuDance should have clued me in that it is probably old. I've made similar mistakes like this before, so I really should take my time and make sure that I'm correct before posting something like this.

As previously stated, the video is made in MikuMikuDance, the model is Appearance Miku, and the background is sample.pmm . The song is obviously World is Mine. In Project Diva, there is an option to have the lyrics track not play during missed notes, so that's probably what the audio is.

As for the source, I did search Niconico, YouTube, and Google in Japanese, but found nothing. However, dekinai Nihongo, so if anyone who can read Japanese wants to try, best of luck to you.

Several comments on multiple YouTube uploads were also asking where the video came from, but nobody seems to know, so this might just forever be a unsolved mystery.
