I really like the idea. You’d think the UTAU wiki would fill the purpose, but it doesn’t, and the UI isn’t great for downloads anyway. I support.
A lot of UTAU users don’t allow redistribution though. In that case would you link back to the original and accept some link rot?

I had an idea like this a while back but chose not to go through with it because voicebanks tend to be pretty big and I don't want them to take up too much space on the 39chan servers (TCC is already enough)

Internet Archive has voicebanks loaded onto it in the metadata section which you can find by filtering to "software" though the search results are not good to find stuff. File storage sites and torrent magnet links are other options to avoid having large amounts of files on the site's own server.
