Im not sure how that would be done without using a massive amount of bandwidth. I had fallen asleep while on a live IP cam of somewhere in Japan and found several gigs had been used.
Just something off top of my head to throw out there, if you do might be neat to figure how to work in a shader to emulate CRT displays which would help make up for old very low res highly pixelated videos and display the videos in a little TV image frame or something. Apparently MPV has shaders so there is an open source project that can be referenced.

MTV had stopped airing music videos long ago and MTV2 for a while was the music video channel till just a few years ago it also stopped airing music videos except at around 2AM eastern standard time. FUSE is the channel that still does more current music videos I think but I cant be bothered right now to check what their programming is and I doubt they have a Japan division since not as big as MTV was.
