To begin with, even though her outfit is based on Hatsune Miku, I didn't intend to create a "Vocaloid" (vocal synth) character at the time. I considered her to be more of a "gijinka" (personification) character.
Later, when people started using pitch manipulation to give her a voice, I decided it was best to leave that to the creators' imagination, so I avoided commenting on it myself.
Above all, as the person who drew her, I honestly didn't have a concrete image of what her voice should sound like.
So, for me, whether it was a "pitchloid" voice or the dial tones heard in "Triple Baka," I saw them both as valid ways to express Neru. I didn't see one as superior to the other.
I am, of course, conscious of her connection to Miku, but I never felt her voice had to be based on Miku's. This is because Akita Neru is treated strictly as a visual work (in legal terms, an "artistic work").
Sorry for the long reply, but to answer your question about whether I had considered a mechanical voice concept: the answer is that I never actually had a plan to make her into a singing software in the first place.
